Vision

Panchayat Samiti is an important local self-government body in India, which works mainly for the development of rural areas. Its vision objectives generally focus on the overall development of the society. Panchayat Samiti vision can be:

  • Overall development of the society: The Panchayat Samiti has a vision to achieve progress in the areas of education, health, water supply, irrigation, roads, electricity supply, etc. The primary objectives are to reduce the gap between urban and rural areas and provide equal opportunities to all.
  • Development of Agriculture and Rural Industries: The Panchayat Samiti implements programs for the development of agriculture, irrigation, animal husbandry, organic farming, and rural industries. This can increase employment opportunities in rural areas and strengthen the rural economy.
  • Inclusive Development: An important objective of the Panchayat Samiti is to work for the upliftment of Scheduled Castes, Scheduled Tribes, women, the elderly and other disadvantaged groups, and to include them in the flow of sustainable development.
  • Sanitation and Health Facilities: The Panchayat Samiti pays special attention to health services, sanitation, and health protection. It strives to improve primary health centers, health education, and emergency services in rural areas.
  • Transparency and Public Participation: Panchayat Samiti focuses on ensuring public participation by promoting transparency in the democratic process. Action is taken by listening to the views of the people at various levels and understanding their needs.
  • Stable and Sustainable Development: The Panchayat Samiti believes in stable and sustainable development, which is why it strives to achieve environmentally friendly development.Thus, the Panchayat Samiti vision is to work for the all-round, prosperous and strong development of the rural society.

 

Mission

The main objective of the Panchayat Samiti is to achieve holistic and inclusive development of rural areas. For this, the Zilla Parishad aims to provide various social, economic, and health services, as well as ensure transparency and accountability in the functioning of local administration. The following are the main objectives:

    • Rural Development: The Panchayat Samiti aims to provide education, health, water supply, roads, irrigation, electricity supply, and other basic services in rural areas. The main goal is to improve the quality of life in rural areas and achieve social and economic prosperity.
    • Promotion of Education: The Panchayat Samiti focuses on the promotion and improvement of the quality of primary and secondary education. Its objectives include the construction of schools, recruitment of teachers, welfare of students and improvement of the quality of education.
    • Health Services: The Panchayat Samiti aims to improve health facilities in rural areas and provide accessible and affordable health services to every citizen. Organizing primary health centers and health camps is part of its work.
    • Development of Agriculture and Rural Industries: The Panchayat Samiti aims to strengthen the rural economy by promoting agricultural production, irrigation, poultry farming, dairy farming and other rural industries.
    • Upliftment of the deprived sections of the society: An important goal of the Zilla Parishad is to implement special schemes for the Scheduled Castes, Scheduled Tribes, women, elderly persons and other deprived sections and to ensure their social and economic upliftment.
    • Dialogue and Participation: Panchayat Samiti strengthens democracy by involving local people in the decision-making process. It serves the people with special emphasis on public participation and transparency.
    • Environmental Protection and Sustainable Development: The Panchayat Samiti focuses on achieving sustainable development by preserving the environment. Water conservation, tree plantation and eco-friendly development programs are implemented.
    • Transparent Governance: Panchayat Samiti ensures transparent and effective governance for the benefit of the people. By establishing accountability in all activities, service delivery is improved.
  • Pradhan Mantri Awas Yojana: Implementation of “Pradhan Mantri Awas Yojana” in the state based on the concept of “Housing for All”. Construction of individual houses by beneficiaries from economically weaker sections. 
  • PESA: To give the Gram Sabha a prominent place in the decision-making process. To achieve all-round development of villages by keeping the Gram Sabha at the center. To provide the Gram Sabha with rights and control over land, water, forests and natural resources. To preserve traditional culture, customs and traditions. To increase people's participation in local self-government.
  • Rashtriya Gram Swaraj Abhiyan Program RGSA: To carry out monitoring and control work in accordance with the planning and implementation of the activities under the Gram Panchayat Development Plan in the state through the State Management Cell, Rajiv Gandhi Panchayat Empowerment Mission. In accordance with that, to organize capacity building and training/workshops at the taluka level, group level, village level.
  • Aspirational Taluka: “Aspirational Block” or “Aspirational Taluka”. Created by the Central Government to bring about development. Under this mission, improvements are made in the areas like health, education, nutrition, infrastructure and economic development in the talukas.
  • Nine Concepts of Sustainable Development Goals (SDGs): The government is implementing all its efforts to achieve rapid development in all sectors of rural areas through these nine Sustainable Development Goals: 1) Poverty-free and livelihood-enhancing villages 2) Healthy villages 3) Child-friendly villages 4) Water-rich villages 5) Clean and green villages 6) Self-sufficient villages with infrastructure 7) Socially safe villages 8) Well-governed villages 9) Gender-equal villages. 
  • Panchayat Development Index: To achieve the overall development of the Panchayat. The Panchayat Development Index is an index set by each Panchayat to achieve nine goals. Objective To achieve the overall development of the Panchayat
  • My Vasundhara: To preserve natural ecosystems and take measures to combat climate change under “My Vasundhara” based on the five elements related to nature at the Gram Panchayat level. Under this campaign, various activities based on the 'five elements' (Earth, Air, Water, Fire and Sky) will be implemented.
  • Aaple Sarkar Seva Kendra: Providing personal, educational, agricultural, and necessary certificates to citizens easily/conveniently online through Aaple Sarkar Seva Kendra in rural areas. 

 

Summary The mission of the Panchayat Samiti is to create a prosperous and strong rural society by ensuring rural development, inclusiveness, economic empowerment, and social justice.
